Fire alarm system specification (NEN 2535)
Before an installer can design a fire alarm system, someone has to decide what the system must do. In the Netherlands, that is laid down in a programme of requirements (programma van eisen, PvE) based on NEN 2535. We write that specification independently, based on the Building Decree (Bbl), your building and how it is used, not on what an installer would like to sell.
What is a programme of requirements?
The programme of requirements describes what the fire alarm system must do: which areas it covers, how an alarm is transmitted, which installations it controls, such as fire doors, ventilation and lifts, and how it works together with the evacuation alarm. The installer designs and installs the system according to the PvE, and the inspection body checks the installed system against it.
Coverage levels in NEN 2535
- Full coverage — automatic detection throughout the building.
- Partial coverage — automatic detection in part of the building, for example escape routes and higher-risk areas.
- Room coverage — automatic detection in specific spaces only.
- Non-automatic — manual call points only.
Which level applies follows from the Bbl and the use of the building. A well-chosen level avoids both gaps in protection and unnecessary detectors.
Why an independent specification
- No conflict of interest — we do not sell or install systems, so the specification is based on what your building needs.
- No over-specification — you do not pay for coverage or functions the Bbl does not require.
- No gaps — control functions, alarm transmission and the evacuation alarm are coordinated from the start.
- Comparable quotes — installers all quote against the same clear requirements.
When you need it
- New builds and renovations
- A change of use, which can require a different coverage level
- Replacing or extending an outdated fire alarm system
- Requirements from your insurer
- Findings from an inspection that the existing system no longer complies
- Adding or renewing an evacuation alarm system (NEN 2575)
What you get
- A programme of requirements to NEN 2535, and to NEN 2575 for the evacuation alarm where needed
- The required coverage level per area, alarm transmission and control functions
- A clear basis for tendering, so installer quotes can be compared
- A clear document in English that installers, the inspection body and the authorities can work with
How we work
- Intake — we discuss the building, its use and any requirements from your insurer, and collect the drawings.
- Assess — we determine what the Bbl requires and which coverage level and functions fit your building.
- Specify — we write the programme of requirements.
- Support — we answer questions from installers and stay involved until the system is in place.
Frequently asked questions
Is a fire alarm system required for my building?
That depends on the use of the building, its size and who is inside. The Bbl sets out when a fire alarm system is required and which coverage level applies. We check this for your building first.
What is the difference between a fire alarm system and an evacuation alarm?
A fire alarm system (brandmeldinstallatie, NEN 2535) detects a fire and raises the alarm. An evacuation alarm system (ontruimingsalarminstallatie, NEN 2575) tells the people inside to leave the building. Many buildings need both, and they must work together.
Who installs the system?
A certified installer of your choice. We are independent: we do not sell, install or maintain fire alarm systems, so our specification is in your interest only.
What happens after installation?
An independent inspection body inspects the installed system against the programme of requirements. When it complies, the system receives an inspection certificate.
How is a fire alarm transmitted?
Where the Bbl requires direct alarm transmission, a fire alarm goes straight to the fire service control room. An alarm receiving centre only handles fault signals.
How long does it take to prepare a programme of requirements?
Usually a few weeks, depending on the size and complexity of the building.
